David Whitehead (Whitehead) appeals from a decision by Judge Bruggink, United States Court of Federal Claims, dismissing his claims of negligence, recklessness or intentional appropriation, privacy violations, copyright violations, breach of contract, intentional infliction of emotional distress and misappropriation. Whiteheads claims were dismissed for lack of subject matter jurisdiction and claim preclusion. For the reasons set forth below, we affirm.
